The Kyoto Landslide Commitment 2020 has launched on 5 November 2020 for the global promotion of understanding and reducing landslide disaster risk. The ICL has created a new membership “Friends of ICL” to disseminate the achievements, the latest progress of science and technology, and information of KLC2020 activities worldwide through the distribution of monthly full-color journal Landslides: Journal of the International Consortium on Landslides. The ICL is calling for Friends of ICL. Those who are willing to be Friends of ICL are requested to fill and return the next table to the ICL secretariat.

Development of early warning technology of rain-induced rapid and long-travelling landslides in Sri Lanka (RRLL)

 ◆ RRLL was approved as a SATREPS project on May 16, 2019.

SATREPS (Science and Technology Research Partnership for Sustainable Development) is a Japanese government program that promotes international joint research for global issues based on the needs of developing countries. SATREPS has two funding organizations, Japan Science and Technology Agency (JST) that provides funds for Japanese researchers, and the Japan International Cooperation Agency (JICA) that provides Official Development Assistance (ODA) fund for developing countries.

The International Consortium on Landslides (ICL) is an international non-governmental and non-profit scientific organization established in January 2002 by universities, institutes, government organizations, academic societies and other entities worldwide. The consortium aims to promote landslide research for the benefit of society and the environment, and capacity building, including education, notably in less developed countries.

In order to support landslide risk reduction efforts by scientists/engineers from developing countries and young scientists from developed countries, ICL publishes the monthly full color journal “Landslides” without full color printing fee and contribution fee. It has 2017 impact factor =3.811 and the most influential journal in the related field. ICL has organized World Landslide Forum every three years to promote global promotion of landslide disaster risk since WLF1 in Tokyo 2008, WLF2 in Rome 2011, WLF3 in Beijing 2014, WLF4 in Ljubljana 2017, then WLF5 will be organized in Kyoto 2020.

ICL is now planning to create the “Kyoto 2020 Commitment for Global Promotion of Understanding and Reducing Landslide Disasters” which will be signed in the Kyoto International Conference Hall, Kyoto, Japan during the Fifth World Landslide Forum on 2-6 November 2020. ICL supporters are invited to joint this Kyoto 2020 Commitment together with partners of the ISDR-ICL Sendai Partnerships 2015-2025 and ICL members and jointly cooperate for the global promotion of landslide disaster risk reduction.

7. Registration fee to the Fifth World Landslide Forum will be reduced by 20,000 JPY.

8.  Integrated simulation of landside initiation and motion (LS-RAPID) which has been developed by ICL will be reduced by a half price. LS-TSUNAMI was developed to simulate the landslide induced tsunami inputting the output of LS-RAPID

Outline of the ICL

The International Consortium on Landslides (ICL) is an International non-governmental and non-profit scientific organization founded in January 2002 in Kyoto, Japan. The consortium aims to promote landslide research for the benefit of society and the environment, and capacity building, including education, notably in less developed countries.

The ICL established the International Programme on Landslides (IPL), a programme of the ICL for the International Strategy for Disaster Reduction (ISDR) with the 2006 Tokyo Action Plan strengthening research and learning on landslides and related earth system disasters for global risk preparedness. The IPL includes IPL projects, the World Centres of Excellence on Landslide Risk Reduction (WCoEs), Triennial World Landslide Forum and others.

The ICL and ICL supporting organizations proposed and founded the ISDR-ICL SENDAI Partnerships 2015-2025 for Global Promotion of Understanding and Reducing Landslide Disaster Risk as a voluntary commitment to the World Conference on Disaster Risk Reduction (WCDRR) in March 2015 in Sendai, Japan. It was signed by 22 global stakeholders in Sendai, Japan in 2015 and in Ljubljana, Slovenia in 2017.

The ICL and participants of the Fourth World Landslide Forum (WLF) adopted the 2017 Ljubljana Declaration including the organization of WLF5 in Kyoto, Japan and the concept of Kyoto 2020 Commitment for Global Promotion of Understanding and Reducing Landslide Disaster Risk to create a long-term, wider and stronger framework for a global landslide risk reduction network.

Landslides”: Journal of International Consortium on Landslides is the core activity of the ICL for the development of Landslide Science. It was initially founded as a quarterly full color journal in April 2004.  In 2017 Landslides published 161 articles including 2180 printed pages and the 2016 Impact Factor was 3.657, maintaining its no. 1 rank under the “Geological Engineering” category of the Web of Science. Landslides is monthly as of January 2018 that will enable quick information dissemination of “Recent Landslides” and Recent “ICL/IPL activities”.

 

Invitation for ICL memberships

In order to ensure success of the World Landslide Forum 5 in Kyoto, 2020 and for the establishment of the Kyoto 2020 Commitment, ICL created a new category of membership, the ICL Associates, in addition to the existing categories of ICL Members and ICL Supporters. ICL members can propose IPL Projects, apply for the Word Centres of Excellence, and receive monthly full color journal Landslides and its digital access right to all issues from Vol. 1, No. 1 since 2004 to the latest issues.  The Representative of an ICL member becomes a board member of the ICL with a voting right in the board meetings.

The board has full power for the management of the affairs of the Consortium. ICL members can apply for travel support to various ICL-IPL events including IPL symposiums, ICL Board of Representatives (BOR/ICL) meetings, the Global Promotion Committee of IPL (GPC/IPL) meetings and so on. The ICL associates can join ICL projects and WCoEs, submit ICL/IPL Activities to Landslides, and receive a hard copy and online access token for Landslides. ICL associates, ICL supporters as well as ICL members are invited to join and sign the Kyoto 2020 Commitment. Details of ICL memberships and membership benefits, the Kyoto 2020 Commitment and other related documents can be downloaded through the links provided at the end of this invitation.

The International Consortium on Landslides (ICL) was established in January 2002 by adopting its statutes.

In order to obtain the legal status of the ICL, the headquarters of ICL was registered as a legal body (No. 1300-05-005237) to Kyoto Prefectural Government in Japan under the Japanese law to promote NPO (Non-Profit Organization) in August 2002. The registered legal body in Japan (hereinafter referred to as “NPO-ICL”) submits the activity reports and the tax payment documents in Japanese to relevant government offices in Japan. Therefore, the Statutes of ICL (III-4) describes that the official languages of the Consortium are English and Japanese.

 

NPO-Japan serves for various functions to promote the understanding and reducing landslide disaster risk.

6. Hosting the IPL World Centre (IWC).

The IWC is a part of the legal body of ICL and managed by the Council of the Global Promotion Committee of the International Programme on Landslides (GPC/IPL). Members of the Council consists of a group of advisors from Government offices of Japan, Kyoto University, ICL-IPL experts, and a group of members from directors and advisor of NPO-Japan, representatives of ICL full members in Japan, and officers and ex-officers of ICL and GPC/IPL. The government offices will change annually. Therefore, the members are updated in each Japanese fiscal year (1 April to 31 March next year). The members for 2018 fiscal year are shown in IPL Global Promotion Committee of the IPL WEB.
